Sixteen days into an unauthorized war with no exit strategy, 200+ U.S. troops injured across seven countries, oil at $105 a barrel, every major ally refusing to help — and a president who says he might bomb Iran "just for fun" and wants to "take Cuba." The 25th Amendment was written for exactly this moment. Here is the case, the process, and exactly what you can do today.

Inspired by Adam Mockler — Mockler HQ
We are sixteen days into a war the president of the United States started without congressional authorization, without proof of imminent threat, without a coherent objective, and without consulting a single major ally. Oil is at $105 a barrel. The Strait of Hormuz is closed. More than 200 U.S. troops have been injured (10 in serious condition) with American forces attacked across seven countries: Israel, Iraq, Bahrain, Jordan, Kuwait, Saudi Arabia, and the UAE. †rump admitted today he did not fully expect Iran's response — after spending days attacking the media for reporting exactly that. Germany, Japan, Spain, Italy, Australia, and NATO have all refused his demands for military help. And the man who started it all is now saying he believes he will have "the honor of taking Cuba." The 25th Amendment was ratified in 1967. It has never been invoked under Section 4. It needs to be invoked now. This is the case. This is the process. And this is what you can do about it today.
✦ 1 — What the 25th Amendment Actually Says
Most Americans have heard of the 25th Amendment. Most don't know what it actually requires. Let's start with the exact constitutional text because precision matters when you're asking people to demand it.
📜 U.S. CONSTITUTION — AMENDMENT XXV, SECTION 4 — EXACT TEXT
"Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President."
That is the complete mechanism. No judicial review. No lengthy impeachment trial. No election. The Vice President and a majority of the 15 Cabinet secretaries send a written declaration to congressional leaders. The Vice President immediately becomes Acting President. [Cornell Law]
The amendment was designed to be fast — because the situations that require it don't (and likely won't) wait. One of its framers, Representative Richard Poff, said in 1965 it could be invoked when a president suffers a "mental debility" and "is unable or unwilling to make any rational decision." [Constitution Center]
⚖️ HOW SECTION 4 WORKS — STEP BY STEP
1). VP + 8 Cabinet Members Send Written Declaration
The Vice President and at least 8 of the 15 Cabinet secretaries transmit a written declaration to the Speaker of the House and the Senate President pro tempore stating the President cannot discharge his duties.
2). Transfer of Power Is Immediate
Upon receipt of the declaration, the Vice President becomes Acting President. No waiting period. No vote required at this stage. Immediate.
3). President Can Contest Within 4 Days
The President may send a written declaration that "no inability exists" and attempt to resume duties. If the VP and Cabinet re-object within 4 days, the transfer holds pending congressional review.
4). Congress Decides Within 21 Days
Congress must assemble within 48 hours and vote within 21 days. A two-thirds vote of both chambers is required to keep the VP as Acting President. [Bipartisan Policy Center]
✦ 2 — The Case: Sixteen Days of Catastrophe
Adam Mockler's Mockler HQ has been documenting this crisis in real time. His videos "Trump Snaps at Everyone as 25th Amendment Looms" and "There Is No Going Back" — both published today — lay out the stakes with clarity and urgency. Here is the complete documented case as of March 16, 2026.
The War — What Has Actually Happened
📋 DOCUMENTED FACTS — IRAN WAR, MARCH 2026
†rump admitted he didn't expect Iran's response, after attacking the media for reporting exactly that. He spent days calling reporters liars for saying the conflict was expanding unexpectedly — then confirmed it himself, stating strikes spread to Qatar, Saudi Arabia, UAE, Bahrain, and Kuwait when "officials had not expected the conflict to expand that widely." [Aaron Parnas / Substack]
200+ U.S. troops injured with 10 in serious condition. U.S. Central Command confirmed for the first time that American forces have been attacked across seven countries: Israel, Iraq, Bahrain, Jordan, Kuwait, Saudi Arabia, and the United Arab Emirates. This is not a contained conflict. [Aaron Parnas / Substack]
No congressional authorization. †rump launched strikes on Iran on February 28, 2026 without a declaration of war or Authorization for Use of Military Force from Congress. Senator Tim Kaine proved in a classified briefing that the regime "could produce no evidence, none, that the US was under an imminent threat of attack from Iran" — the legal requirement for unilateral presidential action. [Al Jazeera]
1,300+ Iranians killed including the family of Iran's new supreme leader Mojtaba Khamenei, whose father was also killed in a prior strike, according to Iran's UN ambassador. [NPR]
The Strait of Hormuz is closed. 20% of the world's oil supply normally flows through this 21-mile-wide passage. Daily oil exports from the Middle Eastern Gulf have dropped by 61% — from 25.13 million barrels per day in February to 9.71 million bpd in the week of March 15. [NBC News]
Oil is at $105 a barrel. Brent crude is trading at $104.84. U.S. West Texas Intermediate futures are at $99.32. Gas prices are at their highest since October 2023. †rump ran on "drill, baby, drill" and a promise to lower energy costs. [CNBC]
Dubai International Airport, the world's busiest, was struck by a drone and briefly suspended operations. Iran is now attacking Gulf states including Saudi Arabia, Kuwait, UAE, Qatar, and Bahrain. Cuba's national electrical grid collapsed Monday in a nationwide blackout, its first total system failure since the U.S. cut off oil supplies. [CBS News]
The U.S. Embassy in Baghdad has told Americans to leave Iraq. Israel has announced at least three more weeks of war. North Korea test-fired ten ballistic missiles into the East Sea on Saturday. The crisis is spreading. [CFR]
Every major ally has refused †rump's demands for military help. Germany, Spain, Italy, Japan, Australia, and most NATO members have declined. German Chancellor Friedrich Merz said the Iran war "is not a matter for NATO" — the alliance is designed for defense, not intervention. †rump warned refusing allies they face "a very bad future." "Just for fun." "I'll take Cuba." The commander in chief of the world's largest nuclear arsenal, a man who started an unauthorized war that has now spread to seven countries, injured more than 200 American troops, and shut down 20% of the world's oil supply, is publicly fantasizing about seizing a sovereign island nation while his Postmaster General blames Biden for gas prices. This is not strategic ambiguity. This is not calculated misdirection. This is a president who is not fit to hold the office.
The Regime Has No Coherent Strategy
Since the war began, the †rump regime has offered four different stated objectives: eliminating Iran's nuclear program, achieving regime change, securing oil commerce through the Strait, and most recently, simply declaring victory and demanding others finish the job. [CNN Analysis]
†rump told reporters Iran was "defeated" and had "very little firepower left." U.S. intelligence agencies concluded last week that much of Iran's leadership remains intact. Iran's attacks on Gulf states — Saudi Arabia, UAE, Qatar, Iraq — are continuing today. [MSNBC]
The CFR's president Michael Froman put it plainly: "We are in the midst of what could be an unprecedented and escalating global energy crisis. Iran has a vote on when the conflict ends." [CFR]
And while all of this unfolded, †rump went golfing. His press secretary Karoline Leavitt was unable to explain why to reporters at the White House podium. [Mockler HQ] JD Vance blamed Joe Biden for the gas prices caused by †rump's own war. Biden left office fourteen months ago.
✦ 3 — The Illegal War Argument — Same Crisis
The 25th Amendment argument and the illegal war argument are not separate. They are the same crisis viewed from two constitutional angles.
The War Powers Resolution requires the President to notify Congress within 48 hours of committing U.S. forces to hostilities and to obtain authorization within 60 days. †rump notified Congress but his notification letter described the mission differently than his public statements, raising serious questions about what the actual rationale for the war is. [TIME]
The House voted on a War Powers Resolution, and it failed 212-219. But nearly half of all members of Congress voted to force †rump to seek authorization. That is not a partisan footnote. That is nearly half the House saying this war is illegal. [TIME]
Republican Senator Rand Paul and Democratic Senator Tim Kaine co-authored the Senate war powers measure together. Senator Van Hollen called it "an illegal, regime-change war." The ACLU noted the regime will "very soon" need to ask Congress for a supplemental appropriations bill to fund the war — meaning even the money to continue it is running out. [ACLU]
"There is no going back. The strikes that killed the family of Iran's new supreme leader have done exactly what our past interventions in the Middle East always do: they just radicalized the regime even further." — ADAM MOCKLER, MOCKLER HQ, MARCH 15, 2026 · ADAMMOCKLER.COM
✦ 4 — Congress Has Already Filed the Paperwork
This is not just an argument being made by bloggers, pundits, or activists. Members of Congress have already filed formal impeachment resolutions on the record, in the official congressional record, at congress.gov. Two of them. Here they are.
📋 H.RES.537 — IMPEACHMENT RESOLUTION — IRAN WAR — 119TH CONGRESS
Filed in the 119th Congress, H.Res.537 states directly: "In starting his illegal and unconstitutional war with Iran without the constitutionally-mandated consent of Congress or appropriate notice to Congress, president †rump acted in direct violation of the War Powers Clause of the Constitution. president †rump has devolved and continues to devolve American democracy into authoritarianism by disregarding the separation of powers and now, usurping congressional war powers."
This is not an op-ed. This is a filed resolution in the United States Congress. It is on the official congressional record. Every member of Congress has been asked to co-sponsor it. [Full text — congress.gov]
📋 H.RES.353 — SEVEN ARTICLES OF IMPEACHMENT — 119TH CONGRESS
A broader impeachment resolution, H.Res.353, sets forth seven separate articles of impeachment including: obstruction of justice, usurpation of Congress's appropriations power, abuse of trade powers and international aggression, violation of First Amendment rights, creation of an unlawful office, bribery and corruption, and tyranny.
Seven articles. All filed. All on the congressional record. All awaiting a floor vote that Republican leadership has refused to schedule. [Full text — congress.gov]
And it is not only Democratic lawmakers making this case. A Research Fellow at the Independent Institute and president of the Greenville Lawyers Chapter of the Federalist Society, a conservative legal organization, published an analysis in eleven newspapers on March 4, 2026 concluding that †rump's Iran war is "contrary to the Constitution and rejects safeguards in our republican federation" and constitutes grounds for impeachment. [Independent Institute]
This is a Federalist Society lawyer calling it impeachable. The conservative legal establishment that spent three decades building the framework for an expansive executive is now saying †rump has gone too far. That is not a partisan talking point. That is a constitutional reckoning.
"There is no track record for a president being held to account in a legal process for an unconstitutional war. The main remedies run through Congress — votes to end or restrict the military action, aggressive oversight, or even impeachment." — CONSTITUTIONAL LAW EXPERT, TIME, 2026 · TIME.COM
Senator Ed Markey has formally called for †rump's removal under the 25th Amendment. [The Hill] Kalshi prediction markets now show a 66% chance of impeachment by January 1, 2028 — up from 12% chance this year. [Newsweek] Slate's legal analysis concludes simply: "What has happened is this country has drifted too far from the constitutional shore." [Slate]
The resolutions are filed. The legal case is made. The conservative lawyers agree. The prediction markets have moved. What is missing is the public pressure that forces a floor vote. That is where you come in.
✦ 5 — Who Has the Power to Act — And Why They're Silent
Section 4 requires JD Vance and at least 8 of the 15 Cabinet secretaries to act. Here is who they are and what their silence means.
🏛️ THE 16 PEOPLE WHO COULD END THIS — SECTION 4 REQUIRES VP + 8 OF 15 SECRETARIES
NAME | ROLE | STATUS |
JD Vance | Vice President — must initiate | Silent. Blaming Biden for gas prices. |
Marco Rubio | Secretary of State | Silent. Co-architect of Iran strategy. |
Pete Hegseth | Secretary of Defense | Silent. Predicted "short war" since Day 1. Awarded $100M Pentagon cybersecurity contracts to a contractor that suffered a major data breach exposing tens of thousands of people's sensitive data. Previously used Signal to discuss classified military operations. |
Pam Bondi | Attorney General | Silent. Busy deleting federal datasets. |
Scott Bessent | Secretary of Treasury | Silent. Confirmed no plans to intervene in oil markets. |
Markwayne Mullin | DHS Secretary-designate (Noem fired March 5 — Mullin pending confirmation) | Told reporters the Iran war is "not an actual war" — then admitted he had called it a war himself. |
Doug Burgum | Interior | Silent. |
Brooke Rollins | Agriculture | Silent. |
Howard Lutnick | Commerce | Silent. |
Lori Chavez-DeRemer | Labor | Silent. |
Robert F. Kennedy Jr. | HHS | Federal judge blocked his CDC vaccine advisory panel appointments as likely violating federal law. All recent committee votes suspended pending lawsuit. |
Sean Duffy | Transportation | Silent. |
Chris Wright | Energy | Silent. Oil at $105/barrel. |
Linda McMahon | Education | Silent. |
Doug Collins | Veterans Affairs | Silent. |
Mockler has argued — and he is correct — that these Cabinet members face a binary choice right now. They can invoke Section 4 before the Iran war expands into something from which there is no return. Or they can continue their silence, become historically and potentially legally complicit in every consequence that follows, and face the judgment of a country that will remember who acted and who looked away. [Mockler HQ]
Their silence right now is not neutrality. It is a choice. It is a choice they are making on behalf of 340 million Americans — without our consent.
Being Honest About the Obstacles
We won't pretend this is simple. The political reality is that JD Vance has shown no willingness to act, and most Cabinet members are loyalists. The two-thirds congressional threshold required to sustain removal against a presidential contest is extremely high in the current environment. [National Affairs]
But here is what is also true: the political calculus of Cabinet members changes when the American public makes their silence politically untenable. These are politicians and political appointees. They respond to political pressure. They worry about their legacy. They worry about history. The volume of constituent calls, public statements, and congressional demands directed at them right now — today, this week — can change what they believe is possible and what they believe they can survive.
The case for invoking the 25th Amendment is not naive. It is the most legitimate constitutional tool available. And even if the immediate invocation fails, the public pressure it generates forces the illegal war onto the congressional agenda, forces the funding fight, forces the War Powers debate — and makes every Republican senator and representative explain on the record why they're comfortable with a president who bombs countries "just for fun."
✦ What You Can Do — Right Now, Today
This is not a moment for passive outrage. The people with constitutional power to end this crisis respond to political pressure. Here is how to apply it — specifically, immediately, and effectively. Every action below takes less than five minutes.
📞 READY-MADE SCRIPT — USE THIS WORD FOR WORD
"My name is [your name] and I am a constituent calling from [your state/city]. I am demanding that [VP Vance / Secretary (name)] fulfill their constitutional duty under Section 4 of the 25th Amendment. The President launched an unauthorized war with no exit strategy. He said he might bomb Iran 'just for fun.' Oil is at $105 a barrel. The Strait of Hormuz has been closed for sixteen days. Every major ally has refused to help us. This is exactly the situation the 25th Amendment was written for. I expect you to act — and I will remember whether you did."
Call the Vice President Directly
JD Vance is the single person who must initiate Section 4. His office needs to hear from you by phone, in writing, in volume. Be specific. Cite the 25th Amendment by name.
Call Your Senators and Representatives
Congress controls the final stage of Section 4 and can independently pressure the Cabinet. Your legislators need to hear that their constituents are watching and will remember.
Contact Cabinet Members Directly
Eight of fifteen must act. Every cabinet department has a public contact page. Use them. Be professional, be specific, be persistent. Volume matters.
→Rubio / State Department → Hegseth / Defense → Bessent / Treasury → DHS (Mullin nominated, pending confirmation)
4. Amplify the Voices Doing This Work
Independent journalists covering this crisis need your support and your signal boost. The mainstream media is captured. These outlets are not.
Share this article. Share Mockler's "Trump Snaps at Everyone as 25th Amendment Looms." Share "There Is No Going Back." The people who could end this crisis need to feel the weight of a country that is paying attention and will not forget who acted and who chose silence.
The 25th Amendment was not written for normal times. It was written for this.
